Since 2022, Project Development Solutions (PDS) has leveraged its deep expertise in project development and management to expand into the areas of grant research, writing, administration, and the design and execution of Community Benefit Plans (CBPs). Our efforts are primarily focused on the clean and conventional energy sectors, with an emphasis on economic development and workforce advancement initiatives—particularly within Kern County.

Our dedicated grants team has successfully prepared and submitted 17 competitive applications to leading funding bodies, including the U.S. Department of Energy (DOE) and the California Energy Commission (CEC). PDS played a key role in co-developing the CBPs for two major DOE-funded initiatives: the Regional Direct Air Capture Hubs and the Decarbonization and Emissions Reduction Projects. In addition, PDS currently serves as the project manager for one of the DOE’s Enhanced Geothermal Systems (EGS) Pilot Demonstration projects.

These grants go beyond technology deployment by addressing broader economic and workforce development challenges through meaningful community and labor engagement strategies. They also embody a commitment to investing in the American workforce and ensuring alignment with community needs.

Moreover, PDS has provided comprehensive support to Hispanic-Serving Institutions (HSIs) in the development, management, and execution of federally and state-funded grant projects. This includes authoring and implementing CBPs tailored to meet both funder expectations and local community objectives.

PDS also brings experience as a Principal Investigator, further demonstrating our capacity to lead and manage complex, multi-stakeholder grant initiatives from inception through successful execution.
